Flood victims bring roads to standstill

Two road-blocking protests over compensation for flood victims paralysed two areas of Bangkok Tuesday.

About 1,000 protesters gathered inside and outside Bang Khen district's office and blocked Phahon Yothin Road.

Another group of about 300 people gathered outside Bang Kae district office and blocked Phetkasem Road.

The actions resulted in serious traffic congestion on long stretches of the roads.

Protesters demanded compensation of 20,000 baht each for flood damage instead of a maximum payout of 20,000 baht depending on officials' decisions.

They said some people had received 20,000 baht while others were paid only 200 baht or a few thousand baht despite living in the same area.

Several residents did not receive compensation because they did not submit their applications in time.

Later in the day, protesters agreed to unblock the roads when officials agreed to put forward their demands to the Interior Ministry, which is responsible for compensation.

Bang Khen district deputy chief Chavalit Maneenak said the district would reopen applications for compensation today.

He said City Hall had requested the Interior Ministry to provide equal compensation of 20,000 baht for flood victims on July 12, but the ministry had yet to respond.

Those not satisfied with their compensation can submit a petition for a review at the district office.

Prime Minister Yingluck Shinawatra yesterday chaired a teleconference with governors of provinces affected by the floods. She ordered governors to closely oversee compensation and make it fair.

She also asked governors not to allow protesters to block roads.

She defended the government's 300 billion baht water management scheme, saying that although the project was urgent, the government was not implementing it in haste.

The prime minister was responding to the opposition's claims that the government was rushing the project and giving precedence to overseas water management and construction firms over local companies.

Ms Yingluck said the government was giving an equal chance to both foreign and Thai companies with the potential to win bids to carry out the project.

Experts must urgently implement the water management scheme, which consists of proposals by the government and the Strategic Committee for Water Resources Management, she said.

Science and Technology Minister Plodprasop Suraswadi said he would hold a session on Aug 24 to answer all queries regarding the terms of reference of the scheme that have been raised by many sides. Mr Plodprasop, the Water and Flood Management Committee chairman, expects about 700 people, including the opposition and media, to take part in the event.

Claim a compensation for damages against the Dam managing office and ex-Cabinet and shadow-another government in Thailand which obstructed and stopped the flood prevention works plan in 2006 !!

Usually, When the heavy floods disaster hit in Thailand, all organizations must cooperate with each organization. But last year 2011, when the heavy floods disaster hit in the central-Thailand on last year, the headquarters for disaster control was devided to 2 or 3 headquarters. One is the headquarters of the Government. and Another is the headquarters of the independent-action group, and another one is the headquarters of Bangkok-Metropolitan-Government-Office building. In those days, many relief-goods reached to foreign countries. But the independent-action group didn't deliver relief-goods promptly to each stricken-areas with ignoring. The Governor of Bangkok also is same behavior. They had rejected the act to raise up the government. When a disaster hit to Thailand, they forget a political-action to scheme lowering the image and the approval-rate of the government. And they made an effort to tackle a disaster by original measures with a self‐satisfaction. The role of the Water-Pump truck(large scale of million-ton), which was provided from foreign country, was contributed to drain a large quantity of waters. Anyway, Who decided to open the valve of the dam ? Who is member of the Dam management office ? Nobody including a mass-media asked and blamed its important point.

Bluebottle, The compensation clams had to be made and form completed correctly, they were and double checked but Khlong 4 were we live had a week window only, nothing will be entered into after the date has passed.

Be more patient. Your claims should not be taken out on innocent commuters & other traffic. Use proper government channels or Thailand will become the "Land of Mob Rule" with none of them are smiling.

All the people in the northern area of Bangkok had their houses severely flooded. The vast majority are low to middle income earners. 20 thousand does not cover a third of the damages in most cases and people are just struggling to keep up with the repayments on their properties and utilities. Meanwhile, kitchens and furniture remain unreplaced. Then compensation starts to be given out arbitrarily, if at all. These people are justified in their complaints and deserve to be heard.

The compensation clams had to be made and form completed correctly.That being the case people will get paid the money we had no problem with ours.It would be interesting to see how much officials got paid from this fund.Perhaps the figures are available to see!

Well we got nothing as my wife and I were out of the country on the week they paid out, although we were not told of any such dates. That said someone in our Soi, who is well connected got 80000 baht, probably a red shirt member!!

I understand these people. After all what happened during last year's floods? The inner-city Bangkokians hijacked these people's homes and created chaos for many of them.

1300 demonstrator just turns up, who arranges and pays for this ? Assuming they all work then they make at least 300/day which sums up to 390,000 for the day...would have made a bigger impression if they had stayed at work ,collected the days salary and giving it to the ones in supposedly in need instead of making problems for other people.

Demonstrations are fine in appropriate places, not main streets. As long as officials are willing to "negotiate" with those breaking the law this type of thing will continue. from iPhone application.

The one observation that stands out so destintively is the people that keep protesting always come from Bangkok. It is strange there were people in other areas with much worse flooding and damage to home and property that haven't complained at all. Someone with legitiment complaints is understandable but you get the feeling many of these are simply opposed to the government and looking for a free hand out. People need to be required to purchase insurance or the government will be dealing with this type problem everytime mother nature strikes.

My wife's house received over 50,000 in flood damage,m and is not eligible for even 1 baht because the house is not in a "privileged area" in the central plains. the damage is just as real. People in the Bangkok region have been treated as privileged people for so long they whine and protest about every little thing. Grow up, and live your life as an adult not a spoiled child who has every need looked after, people!

As a taxpayer I have to comment. "YS defended the government's 300 billion baht water management scheme". What's happened to the extra 50Billion from the 350BL borrowed using emergency process. This is the second time she has referred to only 300BL. BTW Can someone decode this. She said although the project was urgent, the government was not implementing it in haste. At least the last part is true.

I was wondering how many of the people that are demanding this actually pay any income tax at all ? Likewise why is it that solution to every dispute with the government is to disrupt the very people that do pay tax, and have to go to work making payments like this possible ? Furthermore , is it any wonder this whole scheme is screwed up , it involves maths and even the most avid supporter of Thailand know that maths is not a strong area of the population as a whole. In or out of any official capacity . The conclusion has no solution as one end of the stick cant even see the other end, and I suspect most do not even know its there.

This is not that easy.To say all should recive the same amount sounds fair but when looking closer you might understand why people get different amounts.Just look at the houses that was damaged.Some looks as if they have not even been lived in while other houses have just been built.My wife did not even recive the 5000,- bath that all our neighbours recived.We had all the pictures and all the other paperwork yet we got nothing.A man I know who lives in a tinshack 2 streets away did get both 5000,- bath and more . . . . This scheme will never be fair.

I understand the frustration on the part of those who received compensation on the low end. One could imagine the discrepancy being the result of making the math for the total program cost to come out right while creating some room to play with on the part of officials. In most countries, the representatives of these people would be working hard to be sure his constituants were treated fairly. Flaunting the law by using this increasingly annoying tactic becomes the only way people feel that anyone will notice. They're probably right.
