TAO chief accused of slapping subordinate

NAKHON PATHOM – A civil servant has filed a complaint with police accusing her boss of assaulting her at work, slapping her face and pulling her hair.

Rawipha Phuengporn, head of the finance department of Taiyawas Tambon Administrative Organisation in Nakhon Chaisi district, complained to police that her boss, TAO chief Somdet Suksomkit, attacked her on Sept 12, reports said.

She said she informed him that his 150,000 baht proposal for landscape renovation in the area had been rejected because he planned to hire a private contractor to do the job.

Ms Rawipha said she pointed out that the project spending could not be approved, because his plan did not meet the criteria. The project is aimed at public participation and hiring local people to do the work.

Ms Rawipha said she left his office after she informed him of the decision.

The man was furious that his proposal was rejected. He came after her as she headed back to her office and pulled her hair and slapped her twice on her face.

Police said they have obtained footage from a surveillance camera at the TAO office that captured the entire incident.

Deputy chief of Nakhon Chaisi district Yongyuth Suanthong said he had been assigned to investigate the incident. If found guilty the TAO chief could be permanently relieved from duty.

The video clip below, uploaded to YouTube by Mvnoline1, shows a civil servant being struck by her superior in Nakhon Pathom on Sept 12, 2012.

------ IF ------ "Deputy chief of Nakhon Chaisi district Yongyuth Suanthong said he had been assigned to investigate the incident. If found guilty the TAO chief could be permanently relieved from duty." Investigate what, should not take longer than the time to watch this video. Sept 12 was 2 weeks ago, should have been gone by now, for 10 days.

So what happens now, Victor is right, he will be moved sideways and nothing will happen. There is no justice, there's just us.
Discussion 3 : 27/09/2012 at 02:55 AM
My concern is not about what this man does not do at the office, judging by the many comments about his bare bones desk and folded arms. The reason for this whole discussion and outrage is what this man did do and that is he physically assaulted another person and we wish to see justice done.
Discussion 4 : 27/09/2012 at 12:46 AM
Disc 36 abbub: There might be other reason(s) that sparked Somdet's fury; but it still would not warrant his despicable behavior. Moreover as the head of the department, he should have exercised restraint in dealing with his subordinate. His actions are inexcusable.
Discussion 5 : 27/09/2012 at 12:35 AM
Disc 2 & 25: Indeed nothing seems to have happened to Sombat Chartchaiwaiyawit, the customs official who was 'transferred to head office' after assaulting a junior officer at the airport. The assault took place in January 2012, with Bangkok Post reporting that "Customs Department director-general Somchai Poolsavasdi confirmed Sombat is being investigated." It has been 9 months since that incident happened but nothing has been reported about whether 'justice' has been served. It is time for Bangkok Post to pursue its investigative reporting and follow up Sombat's story. The same should be done with the case of Somdet Suksomkit - who, based on the stark evidence on hand, is unworthy of serving the public. To fellow Thai citizens: it is our duty to be more vigilant. We cannot afford to stay silent; or else we will drown in our own apathy.

Discussion 43, ttoronto said, 'What I find shocking is that no one tried to stop him in any way.' OH YES they did! You better go back and watch that video again. What I find shocking is his desk; it's too neat and clean and he just sits there with his hands folded! It appears that he hardly ever works at all, especially when you compare it with the desk next to him. He probably uses these little deals to rake in the tea money while deligating the real work to his subordinates who have had enough of it.
Discussion 7 : 26/09/2012 at 11:46 PM
Its all about money. Buy not approving this means depriving him of kickbacks. Corruptions are beginning to surface clearer to the society now and hope there are more cases being brought up to the public attention.
Discussion 8 : 26/09/2012 at 11:10 PM
This man must be punished for assaulting a woman. Hit hit her in front of a lot of people. there are plenty of witnesses and ofcourse this video. I would encourage BP to follow this kinds of cases to inform the readers the update.
Discussion 9 : 26/09/2012 at 10:50 PM
What I find shocking is that no one tried to stop him in any way. Everyone just stood around to watch the disgraceful physical assault. Regardless of the lady's position or reason for his anger, this loser's assault is unacceptable. Much as I love Thailand and her people, to my chagrin, I'm finding it more and more difficult each day to defend her. This and many other similar incidents are contrary to the Thainess that I've known and love(d).

Oh, I feel another transfer to an inactive post coming on! from iPhone application.
Discussion 11 : 26/09/2012 at 09:24 PM
abbub - "Again, the article is unclear if this woman was the decision-maker or just the messenger." It doesn't matter. The man clearly assaulted her and those weren't "slaps", they were full on punches with an open hand. And what conclusion is everyone jumping to? No one is jumping to anything. The evidence is clear.
Discussion 12 : 26/09/2012 at 09:13 PM
Disc#35: Abbub - "What if she refused the proposal because she wants to have someone else involved, for her to get kickbacks?" Do you really think she would have quit her job because she couldn't get a kickcback from 150,00 baht ?. Like so many of your posts you show us all how you have a warped view of right and wrong which is shared by majority of PT supporters on here. Whether or not your totally unwarranted statement is true, this man should be instantly dismissed and a civil case taken against him for common assault.

Notice that the lowlife sits at a desk without documents, telephone and computer...
Discussion 14 : 26/09/2012 at 08:17 PM
I, for one, don’t think he was intoxicated. He was was probably just a little groggy from his mid-morning nap. Anyway, as other’s have already commented, he’s ideally suited for a supervisory role in airport security; or perhaps as a ‘papa-san’ of one of the less reputable karaokes? Choices, choices...
Discussion 15 : 26/09/2012 at 08:13 PM
Wow. ..First he is not a man HE IS A LOOSER. he really think he has full control of the situation when he slap her and nobody ..Nobody those nothing to stop him ...what kind of people can tolerate this ....only thai .......many man in thailand and asia has no respect for woman ..if this man would do this to my wife or sister or mother i would be please to show him how to respect women ... Very brave to hit a woman. hope the husband will not tolerate this and ........very stupid Looser
Discussion 16 : 26/09/2012 at 07:38 PM
Totally unacceptable there needs to be another noisy sacking although you can not do that here. However and I keep saying this the TV shows this type of violence every day and nobody seems to get upset about it. Beating women. beating someone during an argument seems to be acceptable ,May be it is time someone looked at the TV soaps and stopped the violence on them. For certain the next generation will think it OK to strike someone because they have learned it from there idles on TV.
Discussion 17 : 26/09/2012 at 07:17 PM
lol OK OK Now I have had my say in D27 which remains, as it stands. This kind of behavior is inexcusable. However, we are all rushing to conclusions. Well some of us. I have not personally suggested he was upset about losing possible kickbacks. But this being Thailand, we should at least consider the other possibility: What if she refused the proposal because she wants to have someone else involved, for her to get kickbacks? Not that I believe this to be the case. But how can we know? Again, the article is unclear if this woman was the decision-maker or just the messenger.
Discussion 18 : 26/09/2012 at 06:50 PM
Well boys and girls I'll say this. If this piece of pond scum assulted my wife in any manner and especially like he did the lady in this video there would be another video on youtube of him loosing his teeth and being carried out of the premises comatose.
Discussion 19 : 26/09/2012 at 06:49 PM
What a lowlife. What happened to "jai yen yen"?
Discussion 20 : 26/09/2012 at 06:42 PM
Why in most of the comments they mention the man what kind of man slaps a woman period,If this is Thainess thank god I'm a farang ,And why investigate sacked and jailed no investigation needed jail him in a woman's jail hahaha then you would see how tuff the TOA boss was he isn't a man not even close he is a big bully that wouldnt face up to a male employee. pulling hair i think maybe ladyboy.
Discussion 21 : 26/09/2012 at 06:22 PM
This guy should be in jail!
Discussion 22 : 26/09/2012 at 06:21 PM
#27. you're right one time more and with a touch of humor: he will be transferred, not to an inactive post, but to a similar if not identical post... If you see the video, so he will be transferred to an inactive post. At less, i hope without responsibility.
Discussion 23 : 26/09/2012 at 06:13 PM
But his subordinate was apparently not the one deciding to refuse his proposal. Why shoot the messenger? The guy must be off his rocker. Beside that, anyone in a position of any power should be sent skedaddling for this kind of behavior. This again reflects why those in power are so fearful of the flow of information. In recent years, in [articular due to the internet, cell phones and videos the people are able to access information on a different basis than ever before. Those in power can no longer control everything the people see and hear. Some years ago this would have remained a local incident. The woman might have been relocated and the boss continue to sit at the top.
Discussion 24 : 26/09/2012 at 05:27 PM
Slap??? what a sweet euphemism to talk about this unrestrained violent knocks. And the women in office don't look too surprised by this methods. So what means "IF FOUND guilty, the TAO chief COULD be..."?
Discussion 25 : 26/09/2012 at 05:03 PM
"If found guilty the TAO chief could be permanently relieved from duty" means, in real Thai world language: be transferred, not to an inactive post, but to a similar if not identical post in another subdistrict. Every year, many officials "suffer" the same fate for offences and even crimes committed in office. No prosecution, just some money changing hands and a transfer, and the culprits are allowed, no: encouraged to continue their criminal acts. The only ones at risk, the only ones who should fear for their career, are those who have the guts to report such crimes. Said as it is, this has been part of 'local tradition' since long and is unlikely to change any time soon.
Discussion 26 : 26/09/2012 at 04:55 PM
What a hero this guy is. Typical Thai male mentality. I hope the girl sues the ass of the tosser.
Discussion 27 : 26/09/2012 at 04:53 PM
Anyone who thinks anything will happend to this guy is fooling themselves. Remember a few months back when a video surfaced of an airport security official punching a young security officer because he asked him to go through the metal detector? What happened to that guy? Nothing.
Discussion 28 : 26/09/2012 at 04:52 PM
Perhaps he has been watching too many soap operas and thinks this behaviour is normal. His is an absolute disgrace and should be immediately fired.

Thank god for modern technology with all the evidence captured on CCTV. First charge the idiot with a police report on assault, then sack him and made sure he doesn't get another government posting. Meme dis#10, show some class and stop your childish obsession for political slanting.

I guess he will not be getting his 100.000Baht now Two days running a shamfull Thai Man hurting a Thai Lady for no reason
Discussion 33 : 26/09/2012 at 04:18 PM
The lady Rawipha Phuengporn should be commended of her work and standing up to her boss. We need more people like this in office.
Discussion 34 : 26/09/2012 at 03:50 PM
He probably goes berserk because of all the corruption money he's losing. This is the way the Thai phuyay behave when the little people act up.
Discussion 35 : 26/09/2012 at 03:48 PM
Typical coward Thai boss. He's lucky that wasn't my Thai wife or he would have more than a limp. Should be fired tomorrow and placed in jail. Where is the justice in this country?
Discussion 36 : 26/09/2012 at 03:39 PM
This office should now check into other contracts this chap has approved in the past, bet they find a lot of back handed/under the table deals. Did you notice just how clean this desk was not much of a paper trail there.
Discussion 37 : 26/09/2012 at 03:28 PM
Is it just me who thinks this idiot is intoxicated? The way he stumbles through that office. About women in leadership positions. A vast majority of students in the top universities are young women. They're going to be the bosses, at least that's what I hope. At the Matthayom E.P. School where I work, the girls outperform the boys on every subject, except sports (and acting silly). Go girls, go!
Discussion 38 : 26/09/2012 at 03:27 PM
He has a "job" with absolutely nothing on his desk.. only sits around all day from his upper level seat and then goes berserk when he doesn't get his way. He should be fired and should be tried for assault.
Discussion 39 : 26/09/2012 at 03:18 PM
Based on his desktop he looks pretty useful. Based on the way he is stumbling around I wonder how sober. What's that line in Animal House "drunk and stupid is no way to go through life son". Courageous act by her, I wish her luck. She will need it video evidence not withstanding.
Discussion 40 : 26/09/2012 at 03:16 PM
What is it that is always told to foreigners? They always need to stay calm? Thainess is about remaining calm? Really? So does it mean that foreigners need to behave more Thai as Thai do? There are enough witnesses for his wrong doing, no video is necessary but I guess if there was no video no one would speak up again this crazy guy!
Discussion 41 : 26/09/2012 at 03:15 PM
I think it is interesting that most of the office workers in the big office just sit there and do nothing. Are they all so shocked that they can’t move or are they so used to this behavior that this nothing special? It reminds me of a schoolteacher hitting a pupil and the others just sit there.
Discussion 42 : 26/09/2012 at 03:13 PM
That TAO chief would fit the work description for any opening within the Puea Thaksin regime or their redshirt mob.
Discussion 43 : 26/09/2012 at 02:52 PM
The case is clear-cut. What is there to be investigated?
Discussion 44 : 26/09/2012 at 02:40 PM
betcha he gets a nice "inactive but paid" position elsewhere
Discussion 45 : 26/09/2012 at 02:25 PM
Absolutely discraceful behavior by the TAO Chief, and he should be sacked for this vicious act. This is not the year 1900, and the Staff should not have to put up with this type of management, as I'm sure it's not the first time he's done this. Makes me wonder why he cated in this manner; was it because he realised that he wasn't going to get his expected kickback for the contract?
Discussion 46 : 26/09/2012 at 02:24 PM
Well done, K. Rawipha Phuengporn! Why hiring a private contractor when "the project is aimed at public participation and hiring local people to do the work." ? Obviously some kick-back involved, otherwise why the fury?
Discussion 47 : 26/09/2012 at 02:23 PM
Will he be fired for this disgusting behavior or will the poor employee have to fear for her life now because this guys horrible actions were captured on film and he wants retribution ? Another day in the land of backwardness .
Discussion 48 : 26/09/2012 at 02:18 PM
i don't need to see the video, i want to see more civil servants with her caliber. I mean, we are heading for the right direction if this "boss" is sent home and civil servant rewarded a scale or 2 up fore executing excellent service to the public!!!

Discussion 50 : 26/09/2012 at 01:48 PM
perhaps the bully could be transfered to the national boxing acedemny,to strike a woman is a cowarfly act, hopefully cctv will prove his guilt, what ever happened to the boss at the airport who also struck his working college, because he thought he was more amnart to his position
Discussion 51 : 26/09/2012 at 01:44 PM
Good story...but we need a lot more women in the leader positions. they do a better job , and appear to be less corrupt and much better at administering finances, there is a reason that in most families here the wife is in charge of the budget, the men would just drink it away ...and waste the rest ....(:
